Bylaws OF THE SCHOOL OF ALLIED HEALTH
STUDENT SENATE
ARTICLE I: NAME
Section 1.
We, the members of
the Student Body of the School of Allied Health, do establish this
organization, the School of Allied Health Student Senate.
Section 2.
Here after, in these
Bylaws, we will refer to the School of Allied Health Student Senate
as SAH Senate.
ARTICLE II: PURPOSE
Section 1.
The purpose of the
SAH Senate is to establish an organization representative of all
School of Allied Health students. The SAH Senate should support
and facilitate student involvement as well as provide an effective
voice in the development and application of policies regarding academics
and student affairs, while promoting a positive relationship and
mutual respect among students, faculty, and administration.
ARTICLE III: MEMBERSHIP
Section 1.
The School of Allied
Health Student Senate shall be composed of at least one member and
not more than four members from each educational program within
the School of Allied Health.
Section 2.
Each educational program
shall have one vote on issues brought before the Senate for consideration.
Section 3.
The members of the
School of Allied Health Student Senate shall be chosen through intra-program
student body elections held no later than two weeks after the beginning
of the Fall semester. The newly elected representatives shall serve
their respective terms the present school year. A member may serve
more than one year.
Section 4.
The specific provisions
for the yearly elections shall be determined by each program in
the School of Allied Health.
Section 5.
The School of Allied
Health Student Senate may, by two-thirds vote, designate representatives
of other organizations as non-voting members.
Section 6.
A member of the Student
Affairs Committee of the School of Allied Health shall serve as
a voting member of the Student Senate and the Dean may appoint another
member to serve in a like capacity.
Section 7.
In case of temporary
vacancy (of a member of the School of Allied Health Student Senate),
this vacancy may be filled by an alternate from the program in which
the vacancy has occurred.
Section 8.
In case of permanent
vacancy or resignation, a special election will be called of that
program to fill this vacancy.
Section 9.
At
the end of the Spring semester, and Interim Chairperson shall be
elected by the members of the School of Allied Health Student Senate
to assume all duties of the Chairperson over the Summer semester
and to conduct the first meeting of the following Fall semester. The Interim Chairperson may hold monthly meetings during the summer with those members whose classes are in session, at her/his discretion.
ARTICLE IV: OFFICERS
Section 1.
The School of Allied Health Student
Senate shall each year, choose from among its membership, a Chairperson,
a Co-Chairperson, a Secretary, and a Treasurer.
Section 2.
The officers shall together constitute
the Executive Committee of the School of Allied Health Student Senate.
ARTICLE V: DUTIES
Section 1.
The Chairperson shall
assume the following duties:
Preside at all meetings of the SAH Student
Senate Notify all members of the SAH Senate of upcoming meetings
May appoint working committees as deemed necessary Generally assume
responsibility for the functioning of the SAH Senate
e. Become an active member of Student
Governing Council (attend meetings)
Section 2.
The Co-Chairperson
shall assume the following duties:
Preside at all meetings of the SAH Senate
during the absence of the Chairperson Generally assume responsibility
for the functioning of the SAH Senate in cooperation with the executive
committee
Section 3.
The secretary shall
assume the following duties:
Record minutes from the SAH senate meeting
minutes in the book designated for that purpose and broadcast those
minutes to the student body. Generally assume responsibility for
the functioning of the SAH Senate in cooperation with the executive
committee. Notify the University Events calendar coordinator of
any upcoming SAH student senate meetings or events
Section 4.
The Treasurer shall
assume the following duties:
Develop the annual budget with assistance
from the executive committee, and monitor budget expenditures, reporting
to the Senate on a monthly basis
b.Generally
assume responsibility for the functioning of the SAH Senate in cooperation
with the executive committee
Shall be responsible for collecting receipts
and appropriating monies allocated by the SAH student senate in
conjunction with the senate advisor. The positions of Secretary
and Treasurer may be combined into one position if felt necessary
by Student Senate.
Section 5.
a. Two graduate members and two undergraduate members, one of whom must be the Chairperson, shall become active members of the Student Governing Council (attend meetings).
b. One graduate member shall become an active member of Graduate Student Council (attend meetings).
ARTICLE VI: MEETINGS
Section 1.
The SAH Senate shall
meet at the call of the Chairperson or the request of three members
to the Chairperson
Section 2.
The SAH Senate shall
meet at least once in every calendar month
Section 3.
A simple majority of
SAH program representation (50.1% or greater) shall constitute a
quorum to do business.
Section 4.
The SAH Senate meetings
shall be open to all members of the Student Body of the School of
Allied Health.
Section 5.
All programs within
the SAH shall be notified of each meeting of the SAH Senate prior
to such a meeting.
ARTICLE VII: STANDING COMMITTEES
Section 1.
The SAH Senate shall,
by two-thirds vote, establish such standing committees as it deems
necessary.
Section 2.
A member of the SAH
Senate shall be the Chairperson of all such committees.
ARTICLE VIII: APPROPRIATIONS
Section 1. Eligibility
a.Any
student(s) currently enrolled in the SAH may request funding.
Section 2. Terms and conditions
a. Appropriations
must be used for educational/ professional purpose.
b. Projects
and activities whose purpose is to further your education as a student/students
in the SAH.
c. No
monies will be awarded for any single request/event/department in
excess of $500 annually.
d. No monies
shall be appropriated for any activities used for: individual gain,
parties, dinners, dances, meals, awards, gifts, or individuals not
enrolled in the SAH at KUMC.
Section 3. Responsibilities of
SAH senate

Section 4. Responsibilities of
organization requesting appropriations
a. To
present a request to the SAH student senate by noon one day prior
to the next SAH senate meeting as posted on the University Events
calendar.
b. To produce
receipts for expenses occurred and return said receipts to the SAH
secretary within two weeks upon return from the event. Money shall
only be distributed in the amount corresponding to the value of
the receipts provided to the secretary within the allotted two weeks.
ARTICLE IX: STUDENT-FACULTY
ORGANIZATIONS
Section 1. Students shall be appointed
to other committees or organizations upon request or as the need
arises.
ARTICLE X: PROCEDURE
Section 1. “Robert’s Rules of
Order Revised” shall be the parliamentary authority for the SAH
Senate, where they are not inconsistent with these Bylaws.
ARTICLE XI: AMENDMENT AND ADOPTION
Section 1. These Bylaws may be amended
by two-thirds vote of members’ representation of each SAH program
by the SAH senate.
Section 2. These Bylaws shall be in
full force and effect upon their approval by two-thirds vote of
representatives of each academic program in the SAH.
Section 3. In such instance as these
Bylaws are approved, the ad hoc SAH Senate is authorized to function
as the SAH Senate with full rights, privileges, and responsibilities
until such elections as provided for in ARTICLE III above are held.
These Bylaws were approved by a vote of
the members of the Student Assembly (Senate) March 24, 1978, and
revised and approved by a vote of the members of the School of Allied
Health Student Senate November 14, 1983. Revised again, and approved
by a vote of the Student Senate, Fall, 1993. Third revision approved
by the SAH Senate and Student Body, Spring 2000. Fourth revision approved by the 2003-04 SAH Senate, February, 2004.
